L2TP/ipsec hAP AX2 low speed ROS 7.17

Hi!
After upgrading to ROS 7.17.x, there was a problem with low l2tp/ipsec speed. The speed does not exceed 70/70 mbps.
L2TP client - hap ax2, server - Linux Debian.
Encoding: cbc(aes) + hmac(sha1). sha1 + aes-128 cbc + modp1024.
If I downgrade to ROS 7.16.2 or 7.15.3, the speed returns to normal (200/450 mbps).
Is there a solution to the problem?
