But I keep getting this error. Can you help me?

Just guessing, are your IPsec proposals and peer encryption algorithms the same in each Mikrotik?

I had the same problem, and I have solved it just upgrating the routerboard firmware to 6.39.2 version. https://mikrotik.com/download/archive
