I updated to 6.48.4 stable as I saw ipsec - fixed SA address parameter exporting; in the change log. Still same results. I read through http://forum.mikrotik.com/t/multiple-road-warrior-l2tp-ipsec-clients-behind-nat-solved/118206/1 which is a lot and it sounds similar to my problem but in this it indicates they are getting at least 1 connection through and the problem is with other connections.
At this point I would be happy to have 1 working L2TP connection. IKEv2 is not an option for my environments and pptp is no go either. Altho I will add that pptp does work successfully.
