Layer 2 VPN over UDP

We are looking for a simple way to create dial up, light weight VPN tunnels for point to multipoint. We don’t need encryption, just bridging. Needs to work between ROS devices as well as Windows.

We thought OpenVPN, but MT does not support UDP. So L2TP ? Has anyone used L2TP without IPSec to bridge? We have tried and it seems to work sporadically. Has issues with NAT. Any way to change L2TP ports to get around firewalls?

Other ideas? Again we just need authentication but not encryption.
