Let's Encrypt Certificate - X86 without Cloud Address

Hi,
I have an X86 router in the Cloud VM. Unfortunately, this router does not have a cloud address.

  1. How can I create a Lets Encrypt certificate?

  2. Is there another possibility to create a Dyndns name? So from Mikrotik Direct, not Dyndns, etc.
