Level 3 licence: How to get

How can I get a level 3 license?
I want to use cpe only for a wrap board.
I have read the faq but sorry I really don’t know what’s the clue of
“volume only”. What is the price?

there is no more Level3. For the same 45$ you now have more features. Imagine that the L3 just got better and changed the number.
