License question

I have a license question.
we want to built a small network with Omnitik and SXTs.
The Omnitik is the Central point where all SXTs connect. At the other end of the SXT we want to connect 18 Users over a Switch. The User connects over PPPoE.
The PPPoE Server (x86 Level 6) is connected to the Omnitik. We want use Usermanager.
Now my question. Can all 18 Users connect over PPPoE over the SXT (License Level 3)? Because I read that you can run 200 PPPoE Sessions over Level 3 but only 10 active Usermanager sessions. Do i Have to put at least a Level 4 License Router after the SXT.

Level 3 license means it can handle only two mac connections wirelesssly.
Level 4 license means it can have more the one connected to it via wireless connection..

SO Multiple units all connect to one LV 4 license..

PPOE has nothing to do with licenses.. it’s just what you’ve decide to have them auth with.
