license to upgrade to 4.x

hi,
in my routeros in System/License says “Upgradable to v3.x”
what does it mean? will i have to buy a new license to use ROS v4.x???

“upgradable to v3.x” you will see in routers that were originally upgraded from 2.9, or that were purchased before v3 was released as Final.
