Limit Banwidth

Hello,
i have one wireless line but two 1024kbps internet (separated) the first 1024 is for internet (30-40 users) and the sec 1024 is for my remote sites , i want implement traffic shaping on internet link but it affect the second line (sites) , here is my problems :

1. i want set cpq or set max download limit per user
2. i dont want affect on internet sites

We are in the same boat, Mine is just with 4 lines…
