I don’t even understand the question. The rate limits gets reduced on what trigger? What does “when the limit is over” mean?
sounds like that limit is in megabytes =) so user should get lower speed after downloading NNN MiB (per month?) on high speed
i think same with chupaka, maybe it also called “quota”.

your billing system should do that (RADIUS, or what you use). internal RouterOS means can’t limit speeds depending on downloaded amount of data
