Limit download to 50 MB per H in Version 6

I want to limit download of all users to 50MB per hour in new version 6.35.2. How can I do that? Is it possible with firewall or with Queue?

No, I’m not using hotsopt. I use mikrotik as ADSL distributer in a LAN contains about 20 workstation and I’d like to limit all users to maximum download of 50MB per hour.
