limit the traffic on dif. way

Does RouterOS have option to limit the traffic on this way. -

I want to provide traffic my client, but i want to limit to 1Gb.
When the client will spend all capacity…no internet any more

Does MikroTik can do that?

I would think that you can do that with combination of hotspot and user manager
