Live Bandwidth Usage Doubt

Hi, first of all, I want to know, how exactly we can check, what a connected user is actually using the bandwidth RIGHT NOW ?

I goto IP > HOTSPOT > ACTIVE and I could see the live traffic and when I click the user, I can see STATISTICS graph too.

But there is a doubt. How come it shows more than a customer’s assigned plan speed ?

For example, a customer has a plan of 4mbps, but when I check him on, IP > HOTSPOT > ACTIVE
It shows Tx 5.5mbps sometimes, sometime 2, sometime 6. Sometimes Rx is showing 3.5mbps , 5.6mbps.

I dont know, from where this figure is coming.
If its using my bandwidth, then how come its by passing my bandwidth manager assigned plan speed ?

The same issue is with STATISTICS too.
See the graph of this user. He has a 4mbps plan.
But the statistics show, he got a maximum 5.6mbps.

How is that possible ?
