how i give public ip

There is no way a small ISP can still get enough IPv4 addresses to hand them out to customers.
Maybe he already has some free ips… Then natting to local ip or routing the individual public ip to the customer or tunnelling it are your options.

/29 is 5 usable IP’s. It is impossible for you to give 250 users public IPs.
