Load Balance , Fail Over

Hello Guys ,
as you see in the Diagram , i would like to use both internet Connection in both location as failover and loadbalancing , but the modems is not connected to the same router,
is there is a way to make this configured?

And what’s the problem? You just need two distinct gateways. CCR2 on the left has them. And CCR1 on right has one from modem and the other one can be the address from /29 on CCR2.
