I have 2 ISP and i want to load balancing vpn traffic with to isp
i don’t want to use vpn traffic only by default route
If you were aiming for the worst stated requirements for 2022, you may have just won the prize.
I have no clue what you are attempting to state.
Break it down in user requiremnts.
a. identify user/device, users/devices, groups of users/devices
b. identify what each should be able to do and what they should not be able to do.
What type of vpn are you talking about and between which two locations for example
The user want split the traffic of one VPN tunnel equally between two WAN, instead to use only one WAN.
Well have fun with that… outta my league to config. 
On simply words, Is not possible, until the two ISP (or the same) do not collaborate.
