i create a load balance server using the following link.but here i face a problem when one isp link down then this isp load can’t transfer other isp . if i want to be passing through down isp load in other isp how can i configure my server please help me .

Yes, this example is for load balancing. It does not provide failover, for the failover you have to think about different solution.
