Local IPv4 connectivity between Clients through Simple Queue Tree

Hi,
I am using RB4011 router board and defined Simple Queue tree for local network by limiting 4/5mbps up/down and all works fine but when two same subnet networks communicates or different PPPoE subnets exchange files locally then it uses speed limit assign on a simple queue trees.

i have already added source destination addresses of local addresses in order to access with unlimited speed. though it does not work.

Anyone please reply as this is really giving headache and i have tried every possible thing.

Tried mangle rules as well to mark traffic but either does not seem to work or i am making some mistakes.
