I live in an apartment in the Netherlands and I have 3-phase feed up to the meter (which is in the apartment) and I could get 3-phase without rewiring. Getting 3-phase would be not different for billing of the energy, but there is a higher monthly fee.
Capacity of my connection is 8kW (35A), more than enough for my MikroTik router! (heating/cooking is gas)
