Low speed pppoe, but everything is OK when the Torch is on

I have 2 pppoe internet connection on RB2011iL-IN (RouterOS 6.38.5). First on eth1, second on eth10. Everything was fine but few days ago the speed of the second pppoe decreased to 1.5 kB/sec (about 10-12 kb/sec). No changes were made to the settings. When I start the Torch tool on this interface everyhting works fine. When the Torch tool is stoped there is problem again.
On the first pppoe all ok.
When I connect the second link to the laptop, everything works. Therefore, the Internet provider believes that the problem in Microtik.
What i tryed:

  • disable port forwardind
  • disable firewall rules accepted to second pppoe
  • change eth10 to eth8

I have same problem too
Device RB2011UiAS
try to upgrade to 6.40.1 same problem
try to downgrade to 6.38.7 same problem
and torch will auto stop
anyone can help?
