You posted in the User Manager forum so I’m assuming you’re using User Manager. Set a rate limit of 512k for the user accounts.

I want it done a dynamically from my Mikrotik.
my ISP gives me a band pass 512K/512K download a lot and my clients with IDM (internet download manager) and http downlaod and saturates the bandwidth, so I would like how every time it starts to download the Mikrotik back their traffic to 256K

Read the wiki on queues. You probably want PCQ with a per user limit and a total limit attached to the leaf. The wiki has examples for that.
