Mangel Mark routing block winbox and local network access

Dear experts,
I need your urgent support.
I have 2 ISP WANs. I have Marked my Desktop Traffice to ISP-2. As you will see in the attachment after Mangel Mark routing my desktop to ISP-2 I’m not able to access Mikrotik with IP via Winbox. and also My File server, and Esxi server. Even I lost access to my network.

Please help me in this regard

(1) Detailed NEtwork diagram
(2) Are you mangling just for local subnet?
(3) Describe the usage of the two wans in detail ( primary/failover or what ??)
(4) provide full config (minus router serial number and any public WANIP info )
