we are resellers and software developers so lots of our customers are having issues due to this
admins i just discovered that most mangle rules are not working 
like
/ip firewall mangle add action=mark-routing chain=prerouting comment=“NO SQUID” dst-address-list=“No Squid” new-routing-mark=NoSquid passthrough=no
please resolve this ASAP
i think every one is on vacation so not answering to such an important thing

is it top rule of your Mangle? and it’s not counting packets?

must be configuration issue - i use this feature without problems.
Paste your whole mangle configuration - /export compact and screenshot of mangle that shows counters.
