Mangle, per Src-IP/PCC and nth ?

Hello,
i want to mangle my traffic / connections with following logic.

Mark connections per each src-ip
First new Connection of src-ip
Second new connection of src-ip

Could anyone give me a hint how to define the mangle for this behaviour ? I think aboout PCC / NTH maybe dynamic adress list, but i could not find the glue.

probably you could use ‘dst-limit’ firewall matcher, but why do you need this at all?

I want to optimize my Load Balancing strategy. I have to Load Balance a DSL and SKY DSL Line which relay different in behaviours..

I will look into the ‘dst-limit’ in more detail.. thanks
