I am very beginner at this. But, is it possible to migrate data such as hotspot users or pppoe in RADIUS server to another RADIUS server? like import-export

What Radius server are you using?
I haven’t use one actually, and I dont know if there are many kinds of servers. But currently I am watching on FreeRADIUS
