Mikrotik 3.20. The manual select of ISP channel.

Hello!
I have a question about mikrotik settings.
I have a mikrotik router version 3.20.

There are 3 ISP.

I have already set up balancing traffic and marking traffic. There is a NAT in my Mikrotik.

Is there a possibility that the user over NAT (in local network) choosen the ISP channel in manual regime, i.e. without correcting Mangle by administrator of Mikrotik? Proxy is disabled.
