is it possible to limit a user not only with the bandwith but also with a given latency or defined packet loss ?

You can do it with dummynet on a freebsd box. I don’t recall seeing anything in RouterOS which can provide the latency feature.
there is no normal way on how to alter latency in RouterOS beyond actual time that is required for packet processing.
