Mikrotik ATL 5G R1 POE not compliant with 802.3af/at stated in datasheet?

My router won't power on with a Ubiquiti USW-Flex-2.5G-8-PoE switch, and the manufacturer tells me its resistance doesn't comply with the technical standard. The measured sense resistance (Rdet) is approximately 21.73 kΩ, which deviates from the IEEE 802.3at specification of 24.9 kΩ. This indicates a PD compliance issue on Mikrotik ATL 5G R1.

I'd like to ask Mikrotik to refute their competitor's claims with technical evidence. Does anyone have a Mikrotik contract email to post this question to?

Meanwhile, I asked the reseller to verify the issue, and they responded with a standard excuse. I'm contesting the payment. I'll do the same with Ubiquiti, as the switch has other issues as well.

I would like to see things clearly, with facts and not the usual excuses

I wanna ask how are you measuring resistance?
And what cables are you using, and how long is the run?

Make sure that if you use shielded cables that you connect the shielding or it might cause interference.
Otherwise use completely unshielded cables.

the claim about 24.9k ohm is WRONG.
It's not a "you have to have EXACTLY this resistance" but a spectrum from 19 to 26.5k for PDs

If the "low" resistance is an issue with the Ubiquiti PSE then its not following specs.

The primary means of detection is a measurement of PD PI electrical resistance performed by the PSE port. 802.3at
and 802.3bt specify that compliant PDs will present a load resistance between 23.7K and 26.3K that when measured
at the PSE is between 19 K and 26.5 K given an input voltage under 10 VDC
