Mikrotik CCR1036-12G-4S-EM - konfiguration problem

Hello everyone,
I get new router Mikrotik CCR1036-12G-4S-EM to prepare new student LAN network for Internet.
Topology you can find in attach.

Help me please to configure the router. Task of router are:

  1. ETH1 - is for Internet Provider (DHCP)
  2. All users will connect by AP (roaming). If you change AP you will allways get the same IP address.
  3. Each user will use the same IP address all the time.
  4. Access to WIFI by login and password set on router (no AP)
  5. Set MAC address control list
  6. Manage QoS for MAC addresses
  7. Max users 1000 so I need 22 bit mask address
  8. All port (SFP1, SFP2, ETH1-ETH4) should work in the same subnet.

Help me please step by setep how to set it on router
