There was this (ROS-121223-1633-8028.pdf) documentation from Normis available to download. Is it possible to get this updated regularly, let’s say every month or so. This is a great file to have when reading offline. And make an announcement for it like for software updates. Thank you!
It should updated after every firmware release. This assumes that the changes incorporated have at that point been properly updated/documented in the official docs.

Updated Rarely is not acceptable… Updated version stored upon each firmware release is reasonable as part of your release process. Cant be too demanding, its a pdf.
PDF is generated by Atlassian software and is some 100MB big. It is not easy or fast. It is updated every 2-3 months, there are not so many new features during these revisions.
Think y’all selling yourselves short. 
And docs themselves do get updated regularly.

Apart from that, I have a side question - why is the HA Case Studies section blank? It used to have useful information about WAN failover, firewall marking, etc.

Have you ever looked at AsciiDoc (https://asciidoc.org)? It deals with all the TOC/etc stuff that markdown doesn’t. OSS, no Java, and esoteric syntax seems more Mikrotik. Apple uses it for the their new PKL language, https://pkl-lang.org/main/current/standard-library.html
Well, Jira/Confluence might be perceived as ‘messy’ in the same way as ROS might be for novices.
These products are complex toolkits capable of doing almost anything but requires solid knowledge and experience to set up effectively. If configured correctly, the environment should be pretty easy for the end-user to use. There are several capable plugins to automate PDF generation, both commercial and free, available at the Atlassian marketplace. Here are some pointers: “Confluence PDF Automation”
