Mikrotik hEX PoE RB960PGS not working with POE splitter TL-POE10R

Today, I bought Mikrotik RB960PGS hEX PoE + L4 and POE splitter POE splitter TL-POE10R.

To my disappointment the PoE splitter doesn’t get any power from RB960PGS (power led is off).
I’ve tried forced PoE mode, but it didn’t help either. Not sure if one of those devices is bad, and how can I actually prove it.

hEX PoE can power at/af mode B (4,5+)(7,:sunglasses: compatible devices, if 48-57 input voltage is used.

Did you power hEX PoE with required PSU?

Yes, the initial problem was that used supplied 24V PSU only. Bought 48V PSU problem solved, but now my problem is that splitter and IP camera works with forced mode only.
That’s strange, because auto mode worked, first time I’ve tried IP camera with supplied very short T568B ethernet cable. But connected 15 meter doesn’t and after switching back to short cable, it doesn’t work either - only forced mode. Same story with the splitter. Cable test shows that there is short on two cable pairs. This is strange considering the cable supplied to camera was 1m long and brand new.
