the problem is
some users scan network with netcut or other programs like that
he take the mac of active user
when he change his computer’s Mac to active user mac by config local area network or with any other program
he take the same ip of active user and internet works with him without log in mikrotk
on the other side the persion who loged in have no internet connection
all versions of mikrotik have the same bug
how to solve this problem

Have you tried turning off default forward and then using the firewall to block traffic between users?
Hotspot uses the mac address to track users and therefore if you can find another (logged in) users mac address then you can change yours and hijack their session.
If you can think of another system that mikrotik could use to track users that couldn’t be replicated and is supported on all / most devices users could use then maybe suggest it to mikrotik support and they may introduce it in future releases.
They may even integrate it into the new controller they are building (likely in ROS7) then it could be deployed.
