I just have an idea if I can have a PPPoE server with two IP Pool with the other pool will go to Hotspot page to login to have a access to the internet, while the other pool will have access to the internet without going through hotspot.
Is it possible?

First of all, I don’t exactly understand your question.
If you want some clients to access the internet without authenticating, you could use Hotspot WalledGarden.
