I have Mikrotik RB750Gr3, with firmware 7.1.2.
Problems:

I have set up L2TP over IPSEC VPN access like many times before, but I cant connect to it from my main PC from another location. However, when I connect my laptop to network from mobile phone access point, the connection works.

Some websites are unaccessible from some of the local computers, connected to Mercusys router, which is set up as AP only, because Mikrotik does not have WIFI.

I have set up firewall rule and opened port 8291, for my office WAN IP adress, but the connection from WinBox keeps getting timed out and cannot conect to router from outside. However, I duplicated the same rule and added WAN adress from my mobile phone access point. Then I can connect from laptop to Mikrotik from WinBox.
I checked Log option, and I keep getting error "input: in:ether1 out (uknown 0) src-mac xx:xx:xx:xx:xx:xx, proto TCP (SYN), my WANIP->WANIP, len52
But I guarantee that the problem is not in my office, because other 20 L2TP VPNs are working just ok. Some strange setting must be on this Mikrotik, or this firmware version 7 (my first router with this version).
