which mikrotik poe switch is best to power both ubiquity airmax devices and ubiquity airfiber 5x,5xhd and 5u devices.

To power 15 POE devices, at the same time? I think there is only one Mikrotik switch: the CRS328-24P-4S+RM

can [CRS328-24P-4S+RM] be used for both Airmax devices and airfiber devices.?
Because many Poe switch of ubiquity could only power Airmax devices but not Airfiber devices.
only Edgepoint S16 of ubiquity could power both Airmax and Airfiber Devices.

i have came across to mikrotik Netpower 16P could i use it for Airmax and Airfiber devices.

If they use 802.11af, or passive PoE, then yes.

It could. At least, should. But pay close attention to the specs:
