Mikrotik - RB3011UiAs-RM - Help with bandwidth management

Hello everyone,
I am an absolute newbie here. This is my first post and my first mikrotik router which I have been given to configure, in a way that will limit the bandwidth of the static addresses in the image given. I have tried to create two bridges, one for each ISP and that allowed me to see the total bandwidth being used at a given time. I tried using simple queue to limit the bandwidth of static ip just by putting the ip in the target box of simple queue but it doesn’t work. The DHCP is running on windows server 2003. How can I configure the mikrotik router in a way that will allow me to control the bandwidth of those static IP’s?
Please refer to the image and help me. I am absolutely lost here.

P.S - I am not allowed to change any of the current configuration but I need to find a way to add the mikrotik router to this existing infrastructure to control bandwidth of static IP’s addressed by windows server 2003 DHCP.

Hello Redwan,

if you want to control the traffic/bandwidth you need the ISP to be connected to the mikrotik router and create Simple Queues for each network or each machine.
