The device also has a terminal block for Telecom -48V DCsupply or any other DC supply in 24-57V range.

Aha, there is power supply called telecom -48 DCsupply , which have 48Volts under zero “negative voltage”, used to supply some telecom devices.

Not some, it’s most telecom devices. And reversed polarity has to do with power terminal corrosion which doesn’t happen as much if supply voltage is negative (relative to earth/chasis/…). Not that positive pole is connected to earth/chasis …
In any case, don’t get confused and just follow the polarity marked next to the connector pins, in the whole range from 12 to 57 V DC.
