Monitor Service provider

Is it possible to monitor Internet service provider speed with my RB450? I will be upgrading to the latest OS (currently running v5) shortly.

I am paying for 25 - 30 mbps and wants to ensure I am receiving that 24/7 - 365 at least 90% of the time which I believe to be reasonable.

Thanks for responding in advance.

Consumption is based on usage and load. If there is no one or very low number of users on the network , then the link wont be consumed much. How you are going to monitor this , ISP end issue or not enough network load at your end  ?
You can track it by doing heavy downloading of big files at various timings, like in evening, night or peak times, via IDM then monitor the graph of WAN usage, you should be touching at your maximum allowed limit i.e 25 or 30mbps.

The better approach is to setup MRTG graph, either on Mikrotik or preferably on Linux base MRTG. There you can setup Threshold and more advance probes to monitor your downlink. Also you can create online users ratio and then you can compare it with your downlink graph. Example: http://aacable.wordpress.com/tag/mrtg-installation-on-ubuntu/
