I have same problem on ROS7.1.1 Maybe now someone has achieved the work of VPNV4 or, as I understand it correctly, there is still no solution?
Some light now, mp-bgp vpnv4 working okay in version 7.3 from my labs as per below, so far soo good. mpls labels still missing , will definitely run further tests on this.
Great job @mikrotik team, appreciated

Hello.
I’m using ROS 7.5
I have assembled a circuit between two CCR2004-16G-2S +, if you specify vrf in the bgp connection, the bgp session does not rise.
Someone faced similar?
Does MP-BGP work at all in Router OS 7?
it my test it does, but it flaps continuously, as per other forum member vpn4 still broken in v7
this is my topology, P1 also is a route reflector, MPLS is working but the advertise prefix from CE1 192.168.20.0/24 (route flag daY) via OSPF is keep on flapping on PE2
