IMO there are no way to tell that you have loaded your first link full, just if it is up or down.
i would suggest to you that you use load balancing.

OK, But how to choose prefered GW. I don’t want to route equally trafic to both GWs, or to route same subnet trough same GW. Second GW act as a Backup connection.
