Multiple ip's through a router

Hello, i am currently in the market for a router to use in my small network, having heard about and used some Mikrotik products in the past im interested in RB2011.
Anyway to my question: I have 5 public ip’s assigned by my isp and bound to mac addresses, i want to have 3 pc’s to be assigned the public addresses and have a switch for connecting the rest of the machines that are in the other room (these do not need a public ip and can share the one available). Normally i would use a switch and a cheap router for the job, but i need bandwidth control and a firewall.
So can i use a RB for the job, and how should i be setting one up ?
Or a smart switch be sufficient for what i need here ?
