Personally I would start with one and do some testing. By the number you mention I assume this is a live environment? While doing the upgrade, you might want to consider upgrading to wifi-qcom-ac instead of the wireless driver. But that would be the next step and requires some more investigation.

In addition, are any CAP’s daisy chained?
Don’t forget to upgrade firmware as well.
You cannot normally update from 6.x.y to 7.16 directly.
The procedure is to first update to 7.12 something and only then update to higher version.
Upgrading 18 devices all together without having tested the procedure on a 19th identical device in lab seems to me a bit bold, but maybe I am overcautious.
