we have an issue with hotspots, we provide a single username for multiple people & and all that works fine. The problem is that it has a bandwidht limit on it, eg. 5GB per username. The issue that we see is that if there are multiple logins for a single username, each login gets 5 GB the 1st time they login. Is there any way to prevent this from happening? I.E, even if there is 10 people using the same username, they can still only use 5GB.

you need a radius server to make this work as you need.
The problem of using the routerOS hotspot feature with the users inside the hotspot is that if you configure there the 5Gb, when they log, they have the 5GB. All the loggins with the same username
When is decreased this 5GB? when the user logs off or close the PC/mobile.. you can try, log in and log off, and you will see less GB of data..
the problem became when you have 2,3,4..10 users per username.. If they don’t log off or starts a big download, this download will continue up to 5 GB for each user. If one of these users log off, then this username will have 5GB-the_data_used_in_the_logged_off_computer.
Perhaps, you can assign a max time for each session and then the system will loggoff the users and update the data with each logoff. Play with this and cookies and you will get it working, but not the correct way.
