If you have a Mikrotik device that’s support containers you can install lua and even php in one of them if you want.
And make a transcription layer between lua and php to RouterOS-API.
My suspicion is that a “wise AI” asked for help returned so called “configuration script” designated for ROS based device and as the very first line starts with: #!/usr/bin/lua (as in post http://forum.mikrotik.com/t/re-setting-up-policy-based-routing-with-mikrotik-hex-refresh-for-selective-vpn-traffic/182412/4) the OP is puzzled what to do next.
