i am confused with mangle rule, is there anywhere we can learn about mangle rule in simple way. i tried searching wiki, but i didn’t understand.

with description of all actions and parameters. If that’s not enough, you’ll have to be more specific, about what exactly are you looking for. Because as you can see there, mangle rules can do a lot of things.
