Netinstall boot failure 10013

Hi
I am using Windows 7 and facing problem with Netsinstall for last 2 months now, I am getting following error :
bind bootp failed: An attempt was made to access a socket in a way
forbidden by its access permissions.

Make sure your Windows PC has Firewall and Antivirus turned off, and that you run Netinstall “As Administrator”.

**** A Fix*****
After allowing the ports though win 10 firewall, static IP and so forth. Netinstall continued to give me the 10013 error. Looking up TFTP port is 69. I Opened a command prompt as an administration and ran netstat -a -b. Found out JAVA.exe was using port 69. Opened task manager and killed everything related to java. Ran netstat -a -b, no entries for port 69. Ran netinstall and it worked like a charm.

For those skimming for a fix:
Open task manager
kill anything related to java
run netinstall

Have the same problem.
Windows 7, no java, arp shows no programs using port 69.
Disabled firewall antivirus but the same gives me the error bind() without anything in the two brackets, you have bind(boots)

Any hints?

Ive got the same problem on my win7 machine, and Im not going to disable my antivirus… Mikrotik fix your software!!

OK, I finally decided to disable the things I need to disable (very lame)… still doesnt work, does anyone else have this issue in here? …netinstall used to work 100% without this issues for yeaaars!!! and now this nonsense!! …I have to plug in my XP laptop to netinstall… WHAT THE HELL??? is this normal for all IT guys who wants to use netinstall???
