I don’t want to experimentally try if system package can be used with netinstall instead of main package, so I’m rather asking.
Comparing e.g.
routeros-smips-6.48.6.npk 7.2 MB
system-6.48.6-smips.npk 5.4 MB
both contain “Main package with basic services and drivers” string.
However, e.g. attempt to uninstall wireless package failure “can not uninstall bundled package” could suggest it’s needed for basic system functionality.
So I’m note really sure and don’t see this info anywhere (I apologize and thanks for the link, if I suck at searching).
.. which isn’t true, I did upgrade with main package (with netinstall, and more tricks needed (on linux), as normal ways had those free space problems), and check-installation is ok.
For the record, the first answer to my question (which was that i MUST install system package first, later deleted), probably did not take into account that I am talking about netinstall, not install in general. Than there were more confusing reactions.

netinstall utility (linux) accepts any file (even e.g. /dev/urandom) as package (at least before mikrotik is connected, I did not try with it connected),

Simply all the packet displayed under the tree of “routeros” are “bundled” togheter.
For not have some package installed (that is good only on SMIPS for obvious reason), just install one or more single packages.
If installed on this way (instead of routeros bundle), can be removed later (obviously except the system package)

I am writing to you that on SMPIS it MUST be installed with netinstall only the system package,
and that if you install dhcp you must necessarily install security as well otherwise it won’t work correctly.
And install also advanced-tool, use low space but have all the item for tools and debug.
But that’s NOT TRUE…
…and now you STILL have plenty of free space… …and LESS more other things…
