There is Netwatch, which can send icmp at a specified interval and execute the script when the state is Up and Down.

I already use Netwatch and Telegram notification about the dump of providers. The Netwtch utility has 2 settings: the icmp sending interval and the timeout for how long to wait for a response. In practice, packet loss occurs infrequently and quite often, but it does happen .. due to which “false” responses of netwatch scripts occur and “false” messages periodically come to Telegram about the provider’s dump.
