I want to make a server to keep some Movie. Games. Music or etc knowing i have Archive about 2000 gb .. when the user enter in my server He or She can download it in 1MBPS but when they enter in Internet they will get his normal speed…

Use mangle to mark packets going to/from your server. Add queue with packet mark and limit 1Mbps. Add another queue with lower limit for everything else.
