Networks without setting gateway IP

Dear guys,

I have situation like this on my RB1100AH.
eth1: spare
eth2: 192.168.10.253/24
eth3: 10.1.0.253/24
eth4: 192.168.110.253/24
eth5: slave
eth6: 10.22.91.253/24

We want all devices to be communicate each other. Sounds easy, and will do seamlessly.
Problem come, because due to some reasons, we cant set gateway IP on each devices.
Clients on each networks only have ip and subnet, but not gateway.

Is there any way to solve this issue?

Update
We want network 192.168.10.0 to be able to communicate to other networks, since we pull the data here.
But 192.168.110.0 can not talk to 10.22.91.0 and so on.
Im thinking about EoIP but theres only one router here.
